As of February 2021, it is an offence for any truck over 12 tonnes to enter London without an HGV DVS Safety Permit. The Safety Permit is free to obtain, but operators can be fined up to £550.00 per day if an HGV doesn't have such a permit.

The validity length of the permit will depend on the vehicle's star rating: Zero star permits will be valid until October 2024. One and two star permits will be valid until October 2024. Three, four and five star permits will be valid for10 years.

All HGVs over 12T should obtain their star rating under the new DVS legislation, and every vehicle must meet a minimum DVS star rating of one star.

If the vehicle is rated at zero star, then a DVS Safe System must be in place to cover blind spots, including mirrors, close proximity sensors and side under-run protection. This is in addition to cameras, warning signage and audible alerts for when the vehicle moving.

The enforcement area is extremely large. It covers all of inner London and outer London along with all of the main trunk roads coming into London from the M25. And it is imperative that drivers have the best view possible when travelling within the enforcement area.
